ABOUT THE CERTIFICATION AUTHORITY
AT THE MINISTRY OF THE INTERIOR
Governmental Centre of the Republic of Slovenia
for Informatics has been applying information technologies to
government business processes to achieve more cost-effective,
responsive and accessible services since 1993. In 1999,
Certification Authority at the Governmental Centre for Informatics
has been established to meet security requirements of public
administration electronic services delivery as well as electronic
services in public sector. Due to reorganization of government in 2004 The Governmental Centre for Informatics ceased to exist and it's work was taken over by Ministry of the Interior and in 2013 it was taken over by Ministry of the Interior
The Certification Authority at the Ministry of the Interior provides Public Key Infrastructure and
functions as a Trusted Third Party.
It consists of two issuers of digital certificates, SIGEN-CA (Slovenian
General CA) and SIGOV-CA (Slovenian Governmental CA):
-
SIGOV-CA (Slovenian GOVernmental Certification
Authority), whose digital certificates are used by employees
within the public administration,
-
SIGEN-CA (Slovenian GENeral Certification
Authority), whose digital certificates are used by legal
and natural persons.
Qualified digital certificates issued by either certification authority follow the newest guidelines regarding encryption, and are in accordance with the Electronic Commerce and Electronic Signature Act, and published Certification Policies.
The purpose, operation and methodology of
managing digital certificates, the liability of the Certification
Authority and the holders
of digital certificates, and security requirements, which need
to be fulfilled by the holders, are all defined in the Certification
Policy with regard to each type of digital certificates.
The Certification Authority at the Ministry of the Interior issues four types of digital certificates:

enterprise digital certificates (SIGOV-CA),
-
web digital certificates (SIGOV-CA),
-
enterprise digital certificates for legal
and natural persons, registered for performing activities
(SIGEN-CA),
-
web digital certificates for natural and
legal persons (SIGEN-CA).
Enterprise qualified digital certificates
are used for:
-
encryption and decryption of documents,
-
digital signing of documents and verification
of the signature,
-
secure deletion of documents,
-
for application in services or applications,
for which the use of digital certificates is required.
Web qualified digital certificates are designed
for:
-
secure web communication using various
internet security protocols including SSL (Secure Sockets
Layer) and TLS protocols (Transport Layer Security),
-
sending encrypted e-mail via S/MIME protocol (Secure Multipurpose Internet Mail Extensions),
-
for access to services or applications,
for which the use of digital certificate is required.
Digital certificates are issued to employees
in public administration and other persons, who are officially
and relevantly associated to the institution. Digital certificates
for natural and legal persons are designed for all natural and
legal persons for secure and legitimate exchange of data with
public administration.
The certification authority presents one
of necessary technological requirements that ensure legitimacy
of e-communication. The advantages of e-communication will ensure a global approach to modernisation
of both internal and external procedures which will result in
a faster transition from classical type of communication to
the modern e-type. The certification authority functions towards
this goal by establishing a networked and hierarchical
trust model among govermental departments and various other
non-govermental organizations. Furthermore it will also function
internationally by integrating itself in broader international
hierarchical trust models.
